- Where do the Tier-0 weapons, armors and skills come from / how does entering the valley populace work?

- What do the Jailors do in the valley, what are their goals? What are the goals of the jailors superiors?

What are the background and lore of the magic?

From existing information and ideas, I imagine something like this:
The magic is based on the substance in combination with patterns.
The substance is some kind of "alien" microbe - it does a number of things - maybe through quantum effects, string resonances, dimensional folding, some kind of sentience, ...:
- act as a claylike catalyst for a number of materials
- has a special relationship to water
- interfaces or corrupts the brain (patters help to stay sane)
- makes kind of immortal
- generates or drafts "energy"
- builds up temporary resistances (determinaton)
- generates awareness of others (clan positions, zerg markers, global chat)
- magical effects are tied to objects (armor, weapon) and tattooed patterns (need some expiring ingredient called "pattern" for their initial creation)
- magical effects need some special movements to trigger and have a cooldown time
- alters and poisons the nature
- ...

Economic effects of the substance: non-living materials can easily be created by substance - the rare substance thus is usually used for expensive materials and elaborate shapes. food is no real option because of the substances corrupion of living things.

slaves, wokers, servants and basic materials are imported

Where do the patterns come from? Maybe they manifest themselves due to the substance (microbes/fungi can form complex patterns)? Can be transferred from the place of occurance to a sheet of carrier material befor being embedded onto someones skin? Refinement is possible by adding appropriate "pigments" at the right places (nutrients for the microbes, keeping the patterns shape or making it more potent)?

So revenants or other corrupted lifeforms are the source of patterns ...
